Kannapolis council OKs resident's zoning request

KANNAPOLIS - Kannapolis City Council has rezoned a local homeowner's property from residential to commercial even though it could cost the city in the end.

Mike Kennedy of 313 S. Juniper St. in Kannapolis asked the city to rezone his property to the city's commercial Center City zoning classification so it would be worth more in his negotiations with the Cabarrus Health Alliance.

The city council voted 4-3 in favor of allowing the zoning change. Council members Randy Cauthen, M. Darrell Hinnant, R. Gene McCombs and Richard Anderson voted for the change. Mayor Bob Misenheimer and council members Roger Haas and Ken Geathers voted against it.

The health alliance has been acquiring property near Kennedy's home — which is across from the North Carolina Research Campus — for its new $15 million building. The alliance has already acquired two other houses, but Kennedy told council members he refused to sell.

"I'm just a property owner trying to protect my property," Kennedy said. "They had a real estate agent call and make me a really low offer. It wasn't even enough for me to relocate."

Kennedy's property is valued at $86,280, according to county tax records.

"We applaud entrepreneurs in our community every day," Hinnant said. "I applaud this landowner for going ahead and getting this property rezoned."

Councilman Haas said the city recently discussed being careful about making decisions that "come back to bite us" later. He said he was worried that changing the zoning will cost the city money.

City Manager Mike Legg said that could happen.

"Assuming the health alliance goes there, we're committed to spend $15 million to buy this property and building the new health alliance building," Legg said.

Hinnant said he supported the change.

"While I understand it may cost the city more money, I think it's the right thing to do," he said.
