Cabarrus County Schools delays budget adoption

Cabarrus County Schools Board of Education passed a continuing resolution last week that said the 2009-10 budget will not be adopted until after the fiscal year begins. The start date for the fiscal year was July 1.
Because Cabarrus County Schools and other systems in North Carolina are still waiting for the state budget to pass, they are not able to adopt their own.
On Tuesday, Gov. Beverly Perdue signed a continuing budget authority, allowing state government expenses through July 15.
The delayed budget adoption for the school system does not happen every year, but it has in the past.
While school officials do not know when they will have information from the state, there have been some years when the budget has not passed until after the school year begins.
The continuing budget resolution allows the board of education to pay salaries and other administration expenses between the start of the fiscal year and the budget's adoption.
"(The resolution) allows us to continue to function until we have something (from the state)," said Ronnye Boone, public relations director for the school system. "We have to press forward."
About 70 percent of the school system's budget comes from state funding.
In a press release last month, Cabarrus County Schools Superintendent Barry Shepherd warned that proposed state cuts could result in more than 100 teachers being released from their positions.
After the county commissioners passed the 2009-10 budget last week, Shepherd addressed future concerns.
"We are going to be looking at serious cuts," Shepherd said.
