Cabarrus/Rowan Election Filings

Filing for municipal office began Monday, July 6 at noon. Many of the municipal boards in Cabarrus and Rowan counties have their mayors and at least three council members up for election. This election will set the tone and direction of local government for the next four years.

CABARRUS COUNTY

City of Concord
For mayor, four-year term:
- Scott Padgett (i)
- Johnny Elvis Almond
- Mike Helms

For council, four-year term (3 seats):
- District 3: Ella Mae Small (i)

- District 5: Lamar Barrier (i)

City of Kannapolis
For mayor, four-year term:

Filing period
- Filing opens Monday, July 6 at noon and closes Friday, July 17 at noon.

Qualifications:
- In a non-partisan municipal election, candidates must reside and must be registered to vote in the municipality in which they wish to file.
- In the City of Concord ONLY - a candidate must be a registered voter in the District in which they file. Candidates are voted on at-large (meaning all voters in the City of Concord may vote for all offices on the ballot).
- Candidates must be 21 years of age unless a city charter specifies otherwise.
- 30 day residency required before the election.
- Filing fees are determined on at least 1% of the office's salary. Filing fees will be announced and posted before filing begins.
