CABARRUS - Follow the budget process as the Cabarrus County commissioners, the Concord and Kannapolis city councils and the Cabarrus County and Kannapolis City school boards deliberate about the financial future of their organizations.
Cabarrus County
- Increase/decrease from last year: $194.5 million budget, or $5.8 million, less that FY 2009
- Any cuts in funding or services: No cost of living adjustments or merit-based increases
- Changes in tax and utility rates: Same property tax rate of $0.63 per $100
- Employee layoffs: No layoffs
- Main impact: The county has been able to avoid layoffs, despite about a $12 million decrease in revenue. County departments have been asked to reduce spending by 4.6 percent, but the county expects to spend more on the schools on 2010, increasing funding by 2.5 percent.
City of Kannapolis
- Increase/decrease from last year: $44.8 million budget, or about $1.4 million less than FY 2009, a 1.7 percent decrease
- Any cuts in funding or services: Eliminate 10 positions, merit raises and all construction projects and new vehicle purchases
- Changes in tax and utility rates: Same property tax rate of $0.49 per $100
- Employee layoffs: No layoffs, but eliminating open positions and positions opened up by retirements
- Main impact: Kannapolis is in 'survival mode' as City Manager Mike Legg said. The city has been slowly recovering from the Pillowtex closure in 2003. Last year was the first year of growth since then, but the economy has put any project on hold. The city has not sold its $168.4-million self-financing bond package for the N.C. Research Campus because of high interest rates. City salaries and merit raises also have been frozen for about $400,000 in savings.
Town of Harrisburg
Harrisburg Town Council approved its FY 2010 budget Monday night.
- Increase/decrease from last year: $10 million, represents a 1.42 percent increase from FY 2009
- Any cuts in funding or services: No significant cuts
- Changes in tax and utility rates: Same property tax rate of $0.12 per $100 valuation and a fire tax of $0.07 cents per $100 valuation
- Employee layoffs: No layoffs
- Main impact: Despite difficult economic times, Harrisburg maintains the town's current staff and does not eliminate any existing positions. The budget includes funds to bring the salaries of some town employees more in line with market values and allows for some merit-based pay increases for high-performing staff.
